The Urban Weatherization Initiative (UWI) Act passed the Illinois legislature in 2009. The purposes are to decrease the effect of high energy costs on low-income households, create jobs while increasing skills and career opportunities for low-income or out-of-work individuals, and to stimulate local economies. The program is administered by DCEO, and funded through state funds.
